London valance

I'm going to call this a "London Valance," because it's somewhat of a stationary london shade, with an extra pleat in the middle. 

The homeowner wanted to add softness to her newly remodeled master bath and found a beautiful silvery blue fabric with an all over coral design that was perfect with the rest of the finishes. She didn't want anything overly fussy but, not too tailored either. I think this design hits the perfect balance. It also hides the functional blind that provides privacy when needed.
